Boot screen to desktop in less than 10 seconds.

But is it worth saving a few extra seconds each morning when you turn on your computer? No one answered my question about why boot time is so important.

Its really odd though, It freezes most of the time with Virtualbox and when I OC'd my processor it started running like trash and loving over a lot of the time
I know when I first got the parts to the computer that the ram was defective and we had to get it swapped but idk
I think it might be my CPU

That's the way that cpus work, sleep states and etc. Keeps your computer from always drawing power when it doesn't need to
I know why it does that, I was asking why it goes over the max and why it won't go any lower than 1400.

What is the best temps to keep my GTX 670 4GB FTW+ at? I try pretty hard to keep my GPU at below 65C but my fan usually revs up to 80%, what i'm asking, is this a good temp for my GPU?

Gaming, I was playing ArmA 3 on Ultra settings and it was steady at 64C.

I don't think there's any real reason to try to keep your gpu that low if you mind fan noise. Pretty sure the manufacturer's warranty rates it for 85C

I have the same card and just played some Fallout 3 to see what temps I was getting. My room is fairly cold and I was only getting 54C. But I don't think you should worry about those temps you are getting, they are perfectly stable.
