Yes, it used to be in there but now it's not, my USB drive is plugged in right.

And the keyboard works, just windows is running extremely slow was bothering me.

Resetting the BIOS is an awful way to get to the setup screen. During the POST it should display showing what key to press to enter setup. A keyboard is needed to run practically anything.
did you update drives for keyboard and usb drives?

what reason would you have to get into the bios if you're not going to navigate it.
oh and the fact that removing and reattaching the cmos battery doesn't always instantly take you to the bios screen.

I'm going to question what kind of forgeted up BIOS the board has. Even 2003 computers support USB keyboards through the BIOS.

It might not be his bios. His keyboard might not start up immediately so he isnt given enough time to press the key that enters the bios.
