Well it depends. The 15 inch one has a better integrated GPU and a smaller screen/resolution so it puts less stress on the GPU.
Plus the i5 has turbo boost up to 2.7GHz while the i3 one doesn't.

I'd say the i5 one is better.

I can't figure out if I should buy a new Intel + motherboard or go with an AMD processor + motherboard.

Intel is superior, however, cost wise it's hard to be able to say "this is worth it" without spending a stuff ton of money.

A good example would be how the processor I planned on getting is literally half the price of an Intel processor that it's still better than.

Is there something I'm missing with all of this or is Intel strictly for people willing to drop $500+ on a processor?

I thought it was better, I was wrong. However the difference still isn't there for the price.

you want a cpu, gpu, and motherboard combo for 450?
You asked for a total budget, also the only combo is the GPU/cpu. Right now everything is under $400, but I want to know if I need anything else and if my current plan is dandy.

according to most benchmarks you'll get 30 to 60 fps on lowest settings in most modern games

~40 fps on lowest for bf4
~35 fps on lowest for metro last light
~50 fps on lowest for far cry 3

etc

well tbh that's p good for an integrated GPU. But I'll look for so ethi g else.
