On page 19 of the thread linked on page 1, he has a template and instructions. Follow em' in  paint.net and you should be good. It's how I made mine, but of course I added a whole bunch of other schweet effects.

Don't mess with the width until you've finished editing the template. Resize (using nearest neighbor) the template to 75 width. Then, create a new 75x75 image. Paste the guy from the template on. It's bigger than the new image- that's okay. Don't resize anything now and just paste it. His legs will get cut off and ta-daaa!!! Now just add the glow.

It's a resizing mode that prevents blending. Good for pixel art, horrid for everything else.
