the most funny option always wins

That's a illegitimate statement, because I've seen many topics in which that's not the case, actually more than I've seen polls where they do vote the "funniest" option highest.

There will be Dragons!?

If it passes, I would like to pass my change my vote to "As long as it has no magic."  I am fine with the races of magical creatures (though I'm not sure what the Barbary States will do.)

It all depends on what people want.

The only way that I see would be fair, is if magic is rare; That only a certain small, but not negligible percent of the population can use it.

We'll wait for the poll, I guess.

What I would do is there'd be 1 Magician per empire, and they'd all share a code they'd have to obey or face being hunted by the others.

1. You are not to magic against a fellow innocent Magician.

2. You are not to bring back the dead.

3. You are not to kill innocent beings.

4. You are not to alter the flow of time.

5. You are not to change the land around you or alter it in any way.

6. You are not to teach magic to any one aside from fellow magicians, exempt those whom have been elected to do so by the other magicians.

Or something like that.

But necromancy is badass.

The code can always be broken, but there will be a consequence.
