Maybe I'm just unaware of them being used recreationally, but I've only ever known e-cigs to be used as a quit-smoking apparatus.
The point of it, as I've known, was to use an e-cig to still give yourself the nicotine that you crave, but in a way that is more comfortable than gum.
Since smokers physically crave nicotine, due it's chemically addictive nature (it is also a poison by the way, nicotine isn't harmless), you use an e-cig to ween yourself off cigarettes. It's better than gum or patches, in that you still get the feeling of holding a cigarette, which is as much a part of smoking as the actual inhaling of smoke and intake of nicotine.
I've only ever seen them capable of being recieved from Pharmacies, usually on prescription, and from help-quit programmes.
If you're just using them to smoke, surely you're just wasting money? Are cigarettes not cheaper than purchasing the thing and the nicotine refills for it?
Also, aren't you also just being a monumental wanker?
