No, it just means that they are losing a LOT of ways to get access to foreign weapons. Keith had a Class 3 FFL (federal firearms license) which pretty much lets him buy almost any gun imaginable.
EDIT: also, screw those people who thought his death was a good thing since he liked guns. those comments always make me want to make myself slam my head on my desk.
