Because libertarians hate any thing the government does that isn't explicitly mentioned in the constitution.

NASA seems to be the only government entity that actually does more than they expect to do with what they have, and they do it consistently. Most things demand X amount of dollars and still need more. NASA takes what they get, build a rover they think will last 6 months, and get 6 years out of it.
