It depends on the food quality standards.

You can buy entire raw chicken breasts at restaurants in Japan, but a small piece of raw chicken in America will give you food poisoning.

Honestly I do like medium rare for pretty much everything, but I also enjoy it when it's still quite hot when I get to eat it, so it really depends.
