If I drop the spent magazine on the floor I can reload my airsoft m4a1 in a second, I can reload a pistol faster because of the way the mag goes into the grip instead of in front of it. Lowering the magazine capacity is really only going to affect handicaps who use drum
Magazines, and not even the military uses those commonly.

agreed. magazines would also be smaller because they hold less ammo, so you can hold/conceal small reserves of ammo easily
besides, it's impossible to get rid of all previous magazines that hold more ammo. it just wouldn't make sense.
