Try plugging your mouse into different USB ports and blowing on the connection, also check if there's some crumbs or something in the wheels well.
If it fixes the issue then you saved yourself buying a new mouse, if it doesn't then you're going to get a new mouse anyway, you can only get better results if you try!

I've attempted 2 times plugging my mouse into usb ports, no effect.

Try plugging it into another computer in your house just to be sure, you'd feel like a fool if you bought a new mouse and the problem is with your motherboard

is there a way to pluck the mouse wheel out so I can do something about it?

You'd also feel like a fool if you found out it was your motherboard and that you have to spend like $100 for a new one, as well as reconstruct your entire computer...

That was kind of what I was inferring but whatever, I guess.

If there's a problem with his USB connection which is causing it then that would be the motherboards fault, you have to rule out the most expensive possibilities first, especially if you're on a budget of just $40.
Besides, it's only a couple minutes of checking USB ports, it's not like it's a week of stress-testing RAM to find which stick is faulty

Problems happen, they don't have to be there at the start.
Just try another computer, it'll only take a couple of minutes at most and you'll save yourself potential trouble if it turns out that it is your motherboard, no matter how unlikely a possibility it is

It's not his motherboard. My mouse does the same thing occasionally. The scroll detection in his mouse is wonky.

Well it's not like he gave us the product name, normally I'd Google for similar issues first but this time I just gave general advice on what to make sure of BEFORE buying a new mouse.
