if you mean can i run a dedicated server?, then yes go to C:\Program Files\Blockland and double click dedicated or dedicated.bat (theyre both the same thing)

Ah, ok so if I was to install v8 on another computer could I play on another one? Or does the dedicated server need a key also?

Yes you could install it on another computer but to have both be online at the same time you have to be on the same network.

The dedicated server needs a key but it does not count as being in use. You can host as many dedicated servers as you want from any number of IPs using one key.
