I think you mean MAC Address filtering; i.e. you make a list of MAC Addresses allowed on your network and it prevents non-matching mac addresses from connecting to your network.
However, that is still irrelevant.

A mac address is a physical address of any digital device; even your smart phone has a mac address.
They are pre-set by the manufacturer.
