It's because you aren't correctly uninstalling it.  It has a saved file somewhere of the data so if you redownload it you still have your preferences and etc.

It's also telling the installer that the C++ red. is already taken care of.

Find the filepath of the .exe and possibly the other file containing the data file and completely delete it.

Even better, when uninstalling it may have an option to delete ALL data
