Ok, so my mother finally realized how terrible out internet is and decided to upgrade us finally.

Right now we have a 1mb/s download and a 0.37mb/s upload.

We will be getting a 15mb/s download and a 10mb/s upload.

This is very good.

But i have another problem, and it's not the ISP because i'm the only person in the house that this happens to.
Whenever i'm on the internet or just playing a game, my connection will drop on and off for a minute or two until stabilizing. It's driving me nuts and i would love to figure out how to fix it.

Sounds like there's something wrong with it. Does anyone else in your house use a wireless adapter? If so do they have problems? If they don't it's most likely something to do with your adapter.

There might be a problem with just your adapter, try switching it with another computer to see if it's the actual adapter or some setting on your computer.

I believe it's either my computer settings, or my room is a deadzone.

No, it's most likely your adapter. I have a similar issue that just is less frequent. My wireless adapter likes to just die every now and again, and I have to disable it and re-enable it in the device manager to make it work again. That, or wait about 15 minutes until it recovers on it's own. It's a defect with the card, take devildog's advice and test it on a different computer to be sure.

I had this issue but it turns out i'd accidentally set my adapter to connect to my neighbours internet when it detected it, so every now and then it'd pick it up, and disconnect me from mine. But since the signal was so weak it would flap around for a while before going back to mine. Took me two months to realize it was the problem

They said it will get higher as time goes on. I took that speed test literally right after they finished making out connection stronger.
