It did but it was never explained I don't think, I couldn't figure out how to work it as a kid.

If I ever get Lego Loco and it runs on Windows 7, i'm going to have the imagination of a 6 year old again and pretend that the city is the capital of a country and is ruled by me and is a metropolis
