How to make a dedicated server?

I opened the Dedicated Server thingy and it said it was running, but I couldn't join it. Does anybody know how to get it to work? Please be VERY specific.

I did, the port was 28000 to 28000 but when it loaded, there was an error saying it didn't work.

I put TCP/UDP

Then forward that port instead. Also, you only need to forward UDP.

I changed it to 28100 to 28100. The error wasn't there but I still couldn't connect to it.

I hate when people say this because I check it a lot, as do some others. It's just that people make dumb posts in help with no information and we can't help them.
