Router configuration looks alright, this means that it's configured properly (but that your router can configure this automatically):
AddPortMapping(28100, 28100, 10.0.0.95) failed with code 718 (ConflictInMappingEntry)
What seems most likely is that, because of NAT issues in some routers, you need to use the LAN ip to connect, while other people can connect fine on your external IP.
EDIT: That might actually not be right, make sure that you've forwarded it to 10.0.0.95 in the router interface (or delete the manual mapping completely).
