Anyone know of a launcher that can launch block .exe's?

So, my friend was telling me about this program that can launch blocked exe files, mainly for our stuffty school laptops we got so we can launch things, but it is an unknown program, meaning its hard to find and i would like it, any one have something like this?

If a school blocks launching exe files it's probably going to block the run dialog as well. My school does.
