I don't think it's ever coming out. I don't really know since I haven't even played a Half-Life game let alone wait eagerly for the next game, but I'm pretty sure it's been too long of a wait. i think

They had planned late 2013, last time people officially heard about it. They ran into a LOT of snags during development.

Alright that makes sense. I started to assume it would be one of those classic cases of game developers screwing up and starting all over with a new game. I'm pretty sure money isn't a problem with Valve though.
