unreasonably expensive? as in very expensive? so expensive it cannot be reasoned with?

first we need an actual budget.

that would depends what he wants.

reasonably priced web surifng pc's are about 200 - 300 dollars.

reasonably priced gaming computer about about 600 - 800

unreasonably

as in very loving expensive

The point is that there is no budget.

He didn't say anything about a case, so we can just link millions of cpu/gpus to each other in a warehouse

THAT'S WHAT YOU GET FOR BEING UNREASONABLY VAGUE OP

I would much rather have a 40" monitor that can display 2560x1440 than an 80" that can only do 1920x1080

buy liquid cooling parts off of frozencpu.com

you could put waterblocks on the titans and have multiple cooling loops.
