Download the invincible playertype add-on, then set the prisoner's playertypes to it in slayer (or team deathmatch).
Then, put zone bricks in the vents, tunnels, etc. And if there is a toilet or something that gives a weapon, apply the onactivate event to that. Make all the output events change the datablock to the no-jet playertype. You're welcome.
Then people will just go around shooting prisoners, the invincible ones won't die, while the ones that clicked something will.
Reinforcements was probably my all-time favorite Jail rp.

What I thought was shooting them would be like "patting them down", so I think it's fair.

The first step at making them better is creating ability to produce evidence of freekilling.

The problem with that is that most jail hosts don't know how to run good servers and don't know how to script.

All you get is ONE way to escape, the FRONT DOOR.
NO PRISONER USES THE FRONT DOOR

They will probably do the following to escape
- Chisel out their brick walls in their cells
- Pretend to be garbage, waiting to get picked up by a garbage truck
- Dig a tunnel, preferably with a spoon, out
- Use disguises
- Go through the sewers
- Overpower the guards, go through the front entrance

other than that, who in the holy hell accidentally "leaves" their guns lying around?

I've said this before: there should be more Jail Escapes where the guards are allowed to kill prisoners on sight.

Someone could try giving the prisoners fists, hiding very few weapons, and have cops drop items on death.

This is a problem with any multiplayer game with roleplaying, especially in sandboxes. There will always be people who won't roleplay and will do whatever they please. To combat this, you either need to change from an RP to a different genre or you need to hand hold the players through the RP.
