It doesn't look like you're getting any traffic at all considering that your download rate is 0 B/s. Maybe the hotel you're at only allows traffic on port 80 or something as I'm pretty sure that Steam downloads games via bittorrent and not over HTTP. If not that then the wifi is definitely too slow to download something thats a few gigs.

I think the real issue here is why do you think a hotel's free wi-fi will download that?
Honestly, the best wi-fi I've had at a hotel was somewhere around 100kb/s download rate. That is a little lower than my home's internet rate, and I have what is considered "terrible" internet.

Steam does not use peer-to-peer, it has dedicated content distribution servers. Though you could be right that they limit connections that are not on port 80.
