Installing a theme for Windows 7..

trying to install this custom theme for my pc. it's already patched and stuff, and it's in my themes directory, but somehow it doesn't have a .theme file included with it. what do i do?

make them into a desktop wallpaper slideshow
make windows taskbar and other stuff the color of the theme

opening the .msstyles doesn't change my theme. i need a .theme file but it wasn't included in the download.
