You'd think that things like nails and glass would make better shrapnel than metal spheres.

Glass may cut, but it's relatively light. Ball bearings would do a lot more damage. They're small, but since they're metal, they have weight for their size. A bomb surrounded by ball bearings would be like 360 degree buckshot.

iirc the IRA and a couple of other terrorist organizations stopped using nails and switched to ball bearings during the 80s or something
