Some Icons on programs turn to a blank file icon

Some programs have a icon that turns into a little fileish or so Icon.
the blank paper one, heres a example:
As you see, the fraps icon is a blank file.
Anyone know how to fix it?

Properties
Select something about icons
Use the new .ico converted

Turns out explorer.exe stuff itself, I ended it and relaunched it.
Icons calmed their tits and went back to normal.

I installed windows 7, and steam sometimes turns into that blank file icon on the taskbar.
