Toon Boom is harder then flash, but is mostly used for people trying to get on cartoon network and others. Toon

Adobe Flash
No not adobe flash PLAYER, you silly goose.
Adobe's Flash animation software is mostly the easiest to use, and is used mostly for cartoons on video sites.
(vimeo, youtube etc etc.)

Anime Studio
Anime Studio is not that famous but is good for animation starters, with the pro version and a debut version.
Anime Studio also includes a Character Maker, just in case you can't draw.
I'd go with Flash for now because anime studio is.. well uh...
