why not tax the drugs that are most dangerous to people the most money, therefore no average citizen would want to buy them. also legalization wouldn't stop the government from posting anti-drug propaganda anyways; they do it to cigarettes.
I'm no expert in economics, but in this case they would probably start manufacturing and selling the taxed drugs illegally. If that happens, we just have a new black market to deal with.
