That depends, what is the ISS's orbit?

The ISS's orbit is a bi-geosynchronous orbit (term I just made up that is every orbit, the station is 2x as fast as the turn of the earth)
So it's pretty high up, making it a viable refueling station.

The Zenith Moon lander has disembarked the ISS with a full tank of fuel, and started towards the moon. We are testing long-term effects of space exposure; we will slowly go to the moon instead of directly, later next year they should arrive.

It's technically not swimming, except exploiting the lack of gravity in some bodily fashion in order to generate movement.

Unless there's oxygen, you really can't "swim" in space, and even then you would barely go anywhere.  You need something to propel yourself with.
