I cant use guns

whenever I download any gun for addons it always says cant find bullet.dts and also for the duall guns... they wont shoot

If they can't find bullet.dts then that means you installed the addons incorrectly, and they therefore can't find the file, because the .cs for the weapon is in the wrong place.

Delete and reinstall, EXTRACT THE .ZIP TO YOUR BLOCKLAND FOLDER.

I cannot stress the BLOCKLAND FOLDER part enough.

You should learn to do it manually, that way problems like that never happen unless something is corrupted or missing.
