Exactly what criteria does this warrant a ban? This seems to require Moderators looking at everyone's profiles in order to enforce the rules.

Or, you could say, posting with a sympathetic avatar would warrant a ban, not the act of changing the avatar itself.

It would only be if they see the person's avatar. They wouldn't have to look at everyone's profiles, just when they see it.
