Shaders being weird

At the options menu, when I set shaders to max, nothing happened. When I set it to low, shaders show up. Why is it like this?

Your graphics card likely can't handle graphics higher than Low. My computer has the same problem.

If you can run shaders on low, you can run them on minimum. Low comes after minimum. He said he could run them on low so him having an intel card and not being able to run them on minimum is out of the question.

I don't even have a low option...I'm not sure about other people, but I don't. There's also no need to keep insulting someone on a help board.
