Why do Ice Cream Parlors do this

Whenever I get an ice cream or whatever, I ask for one or two scoops. They end up giving me like 4 or 5 and charging me extra. This happens all the time and I am wondering why they do this?

Not the FBI, but the local police will next time they see a thief's face. Every chain parlor has security cameras glued on the cashier spot so they will know.

Here is a better idea, after the 2nd scoop and if they attempt a third say that is enough and to stop. If they do it anyway say you are going to buy it because they were going to overcharge you.
