I haven't dodged the question. Animals can feel emotion in only very simple ways. I personally think thats true.

If I was a smart enough creature with no vocal cords finding more active ways of communicating would be one of my top goals. If i get stumped at the lack of vocal cords then I'm just too dumb aren't I?

If it doesn't budge, BB gun. Go pro or go home.

If the cat comes back even after the BB, just call animal control, worst case scenario it costs you maybe $50 tops, depending on your area and how risky it is for the manager.

Put a sleeping agent in the food? At that point you have a few options: take it to a vet and have it's back checked for a microchip (most pets have them,) call animal control for an easy cleanup, or just keep giving it the sleeping agent until it gets the picture.

If a stray came near my dog and bullied her, I wouldn't give that stray a chance at all, I don't tolerate ANYONE or ANYTHING picking on my dog. And you know what they are for though right? It it hurts, stay away from it. If it feels good and there's no danger around, keep doing it. Any creature can tell the difference of hot and cold. It's all instinctual and never comes from a mind with the ability to ponder ones own existence.

 What about ants? They have ways of farming, they communicate through saliva, take other ants eggs and raise them as their own, and they act like their queen is their god.

This doesn't need to be national news, just take care of the pest. Yes, it's an animal. You know what animals do? They hunt. Humans hunt, dogs hunt, cats hunt, everything, in one form or another, hunts. Survival of the fittest. If your cat can't defend itself but you will defend your cat, defend your god damn cat already.
