How Do I Update Add-ons In RTB?

After fixing my colorset I came upon 1 small problem.
I don't know how to submit updates in RTB.

Go to the your File Control Panel on the RTB site.

In the side-panel, click the link that says Update Files.

Click the 'Update' button next to the file that needs to be updated.

Follow the steps provided to update your file.

I went to both the main site and the forums and there is no "File Control Panel".
