If someone makes a map with interior(s) from other maps, does he/she have to the creator of the interior(s) ask first or what?
And what program should I use to create my own interiors? I heard Blender was good, but I'm not sure how to export my props/interiors suitable for Blockland.

Ask first if you are going to borrow interiors from someone else, unless they already told you to use them. You don't really have to (if you are borrowing something from these forums), but its common courtesy. You should probably mention them in credits as well.

Blender is not for making interiors. Interiors are made in either Torque Constructor, QuArK, or Hammer.

i'll tell you this, it might be worth your time to pick up Torque constructor, its really really easy and its made for this kind of stuff.
