Anyone saying to report this cigarette to the government doesn't understand anything about the legal system. Some kid DDOSing another kid is nowhere near the top on their list of priorities. Though he could report him to the ISP of the kid and he would probably get his service terminated, or he might just get a warning. I would report him to the ISP.
