there's no rule stating that you have to have a factory to build your stuff, but you shouldn't be popping out 60 of them every second.

Its not even that, As you see in the 3rd picture, he also built 3 crappy ships, and in the 4th its the tanks he just popped from thin air, he also had 1 wall, 4 houses and a bunch of soldiers that came out of nowhere.
