They probably didn't want the kid getting into a habit of using excuses to get out of work, because then she'd be a little stuff in high school.
judging by what i saw of her in 4th grade (constantly stealing stuff from the teachers and such), she didn't improve at all

If you own a restaurant or work at a restaurant and someone comes in and asks for free water it is illegal to refuse them,
so if the teacher is refusing a student the right to go and drink from a water fountain it is technically illegal
(and don't jump on me saying schools aren't restaurants because i think the law applies no matter what the establishment is especially if its a child asking for water)

EDIT: Some research finds that restaurants only have to give people water in some states.

I don't think anyone at school is dying of thirst. And I doubt that a teacher would refuse a student water if they were literally dying. Stop trying to stretch your argument.

first of all, that would definitely be a state law. so you calling him a handicap for that is like calling someone a handicap for saying they'll be able to drive then they're fifteen, just because your state doesn't work like that
and that's a pretty damn ridiculous law, so I wouldn't really be surprised if you were wrong. they have to pay for that water just like you do in your house, why would they have to give it to you for free?

it's that person's fault, for being a dumbass and somehow dying of thirst in a city

Restaurants are a businesses whose function is to supply food to people. So it would make sense to have them give water to people for free

Schools on the other hand are federal programs made for education. They probably aren't even obligated to have drinking fountains in the first place, why would they be obligated to let kids leave the classroom any time they want because they want some water?
You can get water before or after class. Teachers don't have to let you leave to get water, or even have water bottles. It's their room, so it's their rules.

Both of my parents have been teachers for years, so I can be certain in saying they are completely, legally allowed to disallow kids from having water bottles out.

In the state of California schools are required to allow students access to drinking water during eating times, and I would imagine similar laws are in place around the nation. But, for California anyway, it says nothing about during class time.
