If water temperatures hit 70F here in Norway, everyone goes crazy. Hell, some people might even complain about the temperature being too high. Everything above 55F is perfectly fine.

Water might be slightly chilly, but 70 degrees (21°C) is warm enough.

It's 15°C here, which is 59°F.
Probably too cold to swim here, but 21 is reaching a nice summer day.
Should be fine to swim in, assuming it's not the sea. That'd be too cold for me.

I would never swim at anything above 30 degrees

In Alaska 70 is our HOTTEST, so I would go!

I'd say 70 degrees is pretty swimmable.
