Doesn't the creator of a game have to contact valve to get released if they are on greenlight?
That's why games further down get released because the creator contacted them and made arrangements.

It is a complete disaster. Its like if someone tried to make a house of cards, but when it collapsed, they would tape the remaining cards together and try to build on top of it instead of just going "forget it, I'm leavin".
