Punch Packet Attack: is Lando the Climber back?

Above is a snippet of the console, which is being flooded with punch packets, in a pattern, from the same addresses. As you can see most of them start with 169.254.x.x, what is going on?
And no, this is not my internet, everything is loading extremely fast.
Can anyone confirm this is him? He most likely has a little farm of a couple computers set up, he might be attacking my server because I banned one of his alts for gore links.
Possibly badspot can check the IP of his accounts?

Lando hasn't left, He's been here all the time. Watching.

It won't do anything to the server. Lando doesn't have the capability to actually perform a real attack -- everything that he has done before has been conveniently placed into his hands by other people. I'm pretty much going to guarantee that he's not going to do anything significant other than petty trolling.

An IP check wouldn't do much to help. All of those are different addresses for what I would assume are different places. Pretty anonymous.
