Neighbors Dogs - help

Okay, so my neighbor got these 2 dogs about 3-4 months ago, and they literally bark ALL DAY LONG, and he just doesn't give a stuff. I mean all they do is fight with each other in their backyard and bark nonstop at each other like they're having a loving contest. It's annoying as hell, I can't do anything without *BARKBARKBARKBARKBARKBARKBARKBARKBARK* all day long, and  it's annoying as hell, last night they were barking all the way till loving 1AM. I mean, this stuff is getting way out of hand, is there a law against this? Like one that requires him to either train the dogs, muzzle them, or take them to the shelter?

Just, I can't stand it anymore. They just never shut up. And I love animals, especially dogs, but it's impossible to sleep, listen to music without maxing out the volume or even just watch TV.

What do I do?

Go over there and tell the guy to forget off with his dogs. If that doesn't work, call 311 and complain of noise pollution.

Talk to your neighbors first, if they're prick about it simply file a noise complaint with the local sheriff's office
