i got apps that optimize my computer, but they always disable random windows services like this lol.
i have to manually check for windows updates from the website x.x

You can enable Windows Defender by opening up start, and typing in "regedit" into your "Search Programs and Files" and you should be able to unlock it from there.

I hope this will fix the problem, if not, then I have no idea.

easier t type "services" into the search, and open it up. right click windows defender and/or microsoft security essentials. enable/retsart them both

The service being stopped doesn't mean you can't turn it on, it gives you this error instead when the service is disabled

But attempting to restart the services is worth a try, go for it.

You should typically run sfc with a repair disk or installation disk, not from the booted OS.

Isn't Windows Defender a rogue virus? Or atleast I think there's a rogue with that name.

Anyways, rogues pretty much act like anti-viruses and block every single thing on your computer until you buy some full version or something like that and enter a code.

Try going into safe-mode (with networking) and install Combofix at  and run it, if you can't do that then run Malwarebytes Anti-Malware and see how that goes.

Windows Defender is the default Windows security system.

Some type of malware probably slipped under the MSE radar and forgeted up your security programs. Booting into Safe Mode and scanning with MalwareBytes should do the trick. If MalwareBytes picks up nothing, try the HitmanPro anti-malware program that I mentioned earlier.
