My internet is loving up and it is pissing me off

for some reason, it says on my taskbar that I have no internet connection when I can use my browser and Skype but I can't seem to open Steam.  Can anyone help me solve this?

Restart PC, restart router, check network settings.
Also Steam has been having network issues today, that might be part of it.

I did everything but restart me router. let me go do that

apparently is was a Runtime error. anyways thanks for the advice
