The cop at the booth looks up. "Pretty much. There was a massacre of police, NOOSE, and National Guard here. If anything we would've made more." He runs the ID through. "We're gonna have to check some parts of your vehicle, sir."

"Sure, go ahead." Another smile. I've got nothing to hide; I'm clean.

Rob pulls up in an old Ford, painted with "St. Mary Port Inspection Authority", and asks to inspect the luggage Black Bullets members are carrying. And when they turn around to get the boxes, a second car pulls up, and a third, and while they're still looking behind, all men in the cars begin opening fire, with M9 pistols, and a IMI Galil stolen from past war times.

COPS is being filmed on location in the neighborhoods of Izay and Richart, and one large heist is found and filmed in Dogwood, in Jeffery McDaniel's house... Jeffery McDaniel is a retired mob boss and he is a millionaire, he started the largest anti-crime network in St. Mary, and he gained $$$$ from that excursion. It's odd that a heist would occur at his house, but nobody pays much attention to it. Yet, the criminals are found at his house mid-heist with literal buckets of money. The three men involved in the heist are identified as Jack McFasterson, Jim McFasterson and John McFasterson, the Three J's family of criminals. John, having little involvement in the crime except being on the scene, is transferred to Dogwood County Prison, Jim is transferred to St. Mary County Penitentiary, and Jack, having committed multiple murders, is transferred to the High-Security Prison Unit of the St. Mary County Penitentiary. COPS gets large income from filming this and the video goes viral, and St. Mary becomes again the crime hotspot of the nation's focus. Meanwhile, in the second terminal of St. Mary International Airport (MAX), a criminal is found and arrested for stealing from a duty-free store. When they arrest him they find that he had ties to the Three J's, and was planning a flight home to Liberty City, out of state, and that the Three J's had ties to one large gang in the St. Mary area. But they did not find who it is.

We are the largest alliance of gangs in the St. Mary Area, we are based out of Little Asia, and we work together. This comprises of Rough Riders and JS-16 members.

So RR-16 becomes The Rough Killas.
