Is it possible to set up "new" keys?

So I have this mouse that has some extra buttons on it and you can only map the buttons to keys on the keyboard, as I assume most mice are. But I find this extremely frustrating when I'm setting up keybinds for a game because there's always conflicting controls and stuff.

I just want to set up my mice buttons with completely different keys that aren't even on the keyboard, does anyone know if there is some program available or some way to create virtual keys that I can map my mouse buttons to?

I don't know, it doesn't look like it. But that's not what I want. I just want mouse buttons that can't be used any way other than the mouse. I hate just having mapped keys as buttons.

when you press a key your keyboard sends a signal to your computer saying "hey i'm pressing the A button" and so on.  you're essentially asking to make new signals for your computer to recognize, instead of using the already whatever number of signals your computer recognizes.  highly doubt this is possible, but if you have one of those gaming mice find its custom software and you can likely bind macros or sets of keys to be pressed in an order.  or have them do nothing.

Alright. Well, I have a keyboard that has extra F13-F17 buttons on them, and I can map those to my mouse just fine, so do you think there would be a way to map function keys that go even higher to my mouse without having a keyboard that has them?
