How do I turn a .gif that I saved to my photos into an avatar?

Y'all may be able to see that my avatar is of Ringo Starr by a microhpone. However, it's a .gif that doesn't move when I upload it (it moves when I open it in my picture folder). Any help on how to make it so that it will move?
