Out of sheer curiosity I'm wondering where you'll actually get all of the resources to function as an independent nation if you did take off on this adventure in creating an entire country.
I mean you'd have to worry about food, materials for building housing unless you plan on living in the rain all the time, neither of which a massive pile of sand and dirt on top of a reef will be able to provide. Thus I am assuming that you would require a very large amount of money to purchase crops, which you would need a very large amount of space to farm, which would require a very large amount of money's worth of sand and soil. You would also have to think about where to get the resources for housing, as I have stated, and that would probably cost a fair bit of money, not to mention you would require the education, tools, and expertise to be able to create a building in which to live without the thing coming crashing down on top of you and killing you either instantly or leaving you stuck down there for a while unless somebody can lift [building material] off of you.
There are also probably a bunch of other issues politically but financially I doubt a minor would be able to found their own country, and as hilarious as it would be to see a thriving country started by a 12-13 year old, I highly doubt it'll happen.

By doing this, you just made yourself the laughing stock of the Blockland Forums. Good luck on missing out on high school and college, because that precious 1 year of studying law isn't going to help you when you run a defenseless nation.
Think about the cost of buying an island which costs a stuff-ton of money. Where are you going to get the resources to feed you and your population or the materials needed to construct buildings? Do you know how to build a car or make gasoline for it to run? Is your military even capable of fighting? Do you even know how a gun is made?
These expectations will require certain degrees in chemistry, engineering, mathematics, science, economics, etc. You're in middle school, which means you're significantly too young and inexperienced for this type of thing. If anything, it's going to end up like Lord of the Flies, but even worse. You and your nation will either die off due to starvation, disease, or by an invasion of another military kicking your ass and spitting in your general direction.

In other words, pulling off this kind of stunt is going to get you killed either way.
