Plans for a long term orbiting space station open for peaceful use by all nations who care to go into space and contribute to upkeep are finalized. The project will be expensive, so nations who want cheaper upkeep charges in future should invest now. The AC will manage the space station (because it's my idea) in as fair and transparent a manner as possible. Since this is being designed, produced, and upkept through the Tbilisi Pact Space Program, nations in it automatically get investors' rates on upkeep. If no non-TPSP nations wish to invest, the TPSP will just keep all this for its own use which, as it will no longer be a truly international thing, may include military functions in future.
After a final going through of the calculations, work begins on construction.
